It's not absolutely necessary to download the Android SDK for adb. You can simply download adb, aapt & fastboot binaries for Linux here

If you don't use unp then use your favorite archive extractor. unzip will work.

Code:
$ su
# cd /usr/local/bin/
# unp /path/to/ADB-06.12.12.zip
You should now have adb, aapt & fastboot in your $PATH
Code:
# which adb aapt fastboot
/usr/local/bin/adb
/usr/local/bin/aapt
/usr/local/bin/fastboot


A WARNING ABOUT FASTBOOT
: Do not attempt to use fastboot erase or fastboot -w on the Streak!
This may result in the Streak getting hung and may be irrecoverable.
Use factory reset via recovery mode instead.
